Plan International UK aim to design a programme to address the root causes of migration through youth economic empowerment and community resilience in Burkina Faso, Mali, Niger and Senegal. We are looking for evidence and data to base our proposal on to be collected in selected regions of the four countries targeted by the programme.
The objectives of the assignment are to:
Collect evidence (quantitative and qualitative information) on the employment situation of youth and vocational training opportunities in at least 3 countries to inform the programme design. This will be focused on gaps in terms of skills and knowledge adequacy of available training programmes with respect to actual market opportunities.
Collect evidence (quantitative and qualitative information) on the links between migration and employment, with particular focus on the youth in at least 3 of the countries to inform the programme design.
Produce a detailed report on actual gaps, including some recommendation of possible measures to address them
The assignment is expected to start as soon as possible, and no later than 30/07/16. It will have to be completed within 30 days from the start (submission of the report).
Indicative activities include:
Consultations with Country office teams (i.e. Programme Support Manager , YEE technical advisor, resource mobilisation manager)
Visit to vocational training centres
Conduct interviews with senior staff of Ministries of labour, youth employment or any other relevant ministry
Focus group discussions with youth groups
Meetings with identified implementing partners ]
Drafting of the final report
The consultant will conduct primary research. It is expected that this involves using a range of participatory methods involving youth and community members. We expect the consultant to engage with a range of the following stakeholders through key informant interviews.
Young boys (15-35 years old)
Young girls (15-35 years old)
National government (e.g. Ministry of labour)
Local government bodies
Religious/community leaders (male and female)
Community members
Identified and potential implementing partners
Senior members of staff of identified vocational training centres
Collected information will have to highlight how migration and unemployment affect young man and young women and what are the specific challenges of women and man in the target areas.
Plan International UK seeks to work with a consultant with the following credentials:
Good knowledge and understanding of existing literature on youth employment
Good knowledge of migration trends in the Sahel region
Experience of conducting research through participatory methodologies especially with children and young people
Experience in conducting qualitative research, in the Global South.
Excellent communications skills in English and French with a track record in producing written materials for a range of audiences.
Good interpersonal skills with an ability to establish trust and build good working relationships with people from diverse backgrounds within short time frames
Previous programme design experience, preferably with the EU
Previous field experience in Senegal, Mali, Burkina Faso or Niger is an asset
Ability to work with tight deadlines and deliver high-quality report
Conversant with the concepts of gender equality/ equity
Excellent presentation skills
