Plan International UK is committed to ensuring programmatic work is based on solid evidence and strong methodological approaches. Therefore the Plan is seeking to recruit a consultant to conduct a Project Evaluation on its Girls Education Challenge (GEC) Programme in Sierra Leone. The GEC programme comprises of two projects, GEC 1 and GEC 2, both of which will be completed by 31 March 2017. By the end of the project it is necessary to document evidence on the successes and challenges and overall impact of the projects.
The Evaluation will contain a review of progress against the project’s logframe, providing an impact analysis of specific progress against each logframe target. The evaluation will consolidate evidence collected through the implementation of the project and generate new evidence in line with the project’s output and outcome indicators. The evaluation will also identify and document case studies, best practices and lessons learnt to provide practical recommendations on ways in which the project could be replicated and further improvements made in future.
Person Specification
An independent consultant will be engaged in order to undertake a thorough and independent review of the GEC 1 and GEC 2 projects.The consultant must have the following expertise:
Relevant academic, as well as extensive practical research and evaluation, experience.
S/he must have development programme experience, preferably living and working in a developing country, and profound understanding of work in the area of child protection and particularly on children and work. Experience of consortium environments an asset.
Experience of evaluating education programmes and applying DAC principles for evaluation, especially pertaining to inclusive education and gender sensitive pedagogy (particularly in Sierra Leone would be an advantage).
Knowledge and experience of participatory, child-friendly methodologies for evaluating projects together with children.
Excellent analytical and written skills in English. Fluency in Krio an asset.
Excellent facilitation and coordination skills.
Knowledge and experience in relation to the ethical and safeguarding considerations involved in collecting data with and from children, especially those who are considered vulnerable.
