Sierra Leone: Process Review Consultancy for the Girls' Education Challenge Programme

Plan International UK is committed to ensuring programmatic work is based on solid evidence and strong methodological approaches. As Plan International UK seeks to build its capacity, secure further funding and effectively manage consortium programmes, it is essential that lessons from the operational processes and systems used to implement these programmes are analysed and learned from for future similar work. We endeavor to draw on existing best practice, learning from its experience and sharing this with the development community. This is particularly pertinent as regards learning from existing large programmes; ensuring that systems, processes and in-house expertise is built to ensure effective management of complex contracts.

Therefore the Plan is seeking to recruit a consultant to conduct a Process Review on its Girls Education Challenge (GEC) Programme in Sierra Leone. The Consultant will ensure effective data collection and analysis from multiple relevant stakeholders. The purpose of this learning piece is to document key learnings, which we expect to be solution orientated and constructive to future programmatic work. The Process Review aims to address systems, challenges and opportunities within Plan International Sierra Leone and Plan International UK in regards to the GEC partnership to help inform the operation of similar programmes in the future, such as:

  • What is recommended to effectively manage future Consortium programmes?
  • What worked well at a consortium level?
  • What worked well with lead consortium member Plan International?
  • What could have worked better and how could it have worked better?

Person Specification**

  • An Evaluator, with demonstrable experience of leading complex process management and/or partnership evaluations;
  • Significant experience of guiding institutional learning;
  • A strong understanding and preferably direct experience of complex consortia programme/project management;
  • Excellent interpersonal and communication skills;
  • Strong analytical, presentation and report writing skills;
  • Able to produce good results under pressure and to tight deadlines;
  • Strategic thinking and effective communication - a proven track-record of assimilating and communicating complex information quickly;
  • Familiarity with Plan UK/ International, its programmes, and ways of working is preferable.

The deadline for applications is midnight on Wednesday 8th March 2017. Interviews will take place on Friday 10 March 2017.

Due to the nature of our work with children, we follow rigorous child protection policies and procedures in our recruitment process. As a result, some of our roles are subject to an Enhanced Disclosure by the Disclosure and Barring Service.
