Consultancy opportunity: Endline Evaluation of DFID's Girls' Education Challenge programme in Ghana

Plan International UK is seeking an experienced external evaluator to lead the Endline Evaluation of DFID’s Girls’ Education Challenge programme in Ghana: Making Ghanaian Girls Great! or MGCubed.

MGCubed is a 4 year, DFID-funded Girls' Education Challenge project supporting marginalised girls and children with disabilities in two regions of Ghana. Using solar-powered and satellite-enabled distance learning infrastructure to deliver interactive learning sessions to students, teachers, communities and government officials, MGCubed aims to improve learning outcomes for marginalised pupils, support pupils to transition successfully through school, and contribute to sustained improvements in the Ghanaian education system.

Since the onset of the Covid-19 pandemic, MGCubed has been working with the Ministry of Education on the delivery of a national distance learning programme, supporting the production and broadcast of televised educational content across the country via a dedicated television channel.

Plan International UK is recruiting an external evaluator to lead a mixed-methods, gender sensitive and participatory Endline Evaluation, with a focus on MGCubed’s three core outcomes of learning, transition and sustainability. We welcome flexible and creative approaches that assess the impact of the programme, generate meaningful learning and include the voices of girls, communities and other key stakeholders while responding to the challenges of the current Covid-19 pandemic.

Applications should include:
• A technical proposal that includes the sampling strategy, intended methodological approach, proposed timeframe and detailed workplan;
• A financial proposal that covers all consultancy related costs (enumerator team, data collection, data entry, data analysis, administrative costs etc.) in PDF format;
• A CV of each of the evaluation team members detailing relevant skills and experience of no more than 3 pages;
• Two samples of relevant previous work;
• Two contactable referees.

Plan International UK invites bids from Evaluation Teams with the experience and skills described in the ToR to submit the following application documents to mgcubed@plan-uk.org no later than 17.00 (UK time) on Monday 3rd August 2020 (please note this deadline has been extended). Applications submitted after the deadline will not be accepted.
