£40,000 per annum, plus allowances and expenses whilst on deployment

Our Disaster Risk Management Unit (DRMU) supports our country offices to design and deliver quality programmes, assisting with the development of strong donor relationships, and providing technical support for humanitarian work.

We are recruiting for a new and exciting position of Deployable Programme Specialist – Child Protection in Emergencies. This is the perfect opportunity for an experienced humanitarian professional who is looking for a role that combines travel with the stability of an office environment. The role will make a major contribution to realising our growth ambitions through an enhanced surge capacity, and will include:

• Supporting the development of the disasters and emergencies portfolio with particular responsibility for ensuring the promotion and integration of Child Protection in Emergencies, and a particular focus on Gender Based Violence in Emergencies (GBViE) prevention and response across the DRMU programme portfolio.

• Ensuring effective programme design and implementation of CPiE and GBViE (where appropriate) in rapid onset as well as protracted crises.

• Supporting Plan International’s Country Offices’ response to specific humanitarian crisis, particularly those that require scaling up. This will involve deploying (often at short notice and up to 60% of the time) to Country Offices and will include proposal development and programme management of humanitarian funding for Plan International UK.

• Ensuring the promotion and integration of CPiE and GBViE across the DRMU programme portfolio, including programming that addresses disaster risk and strengthening community resilience, and raising the profile of the organisation as a humanitarian EiE actor

• Coordinating mobilisation of financial resources related to emergency activities while deployed, with a focus on CPiE and GBViE

• Supporting the development of quality and successful CPiE and GBViE funding submissions to institutional donors, particularly DFID, ECHO, SIDA, USAID, etc

You will have proven experience of:

• Emergency/humanitarian projects and programming with a particular focus on CPiE and programming
• Winning institutional funding and overseeing projects from major humanitarian donors and an understanding of institutional donors’ requirements and operating styles, particularly UNICEF, ECHO and DFID.
• Humanitarian field work and working in challenging and stressful/high risk environments

• Leading and participating in conducting needs assessments, proposal development, budgeting, reporting and humanitarian coordination and developing and overseeing grant funded programmes across all phases of the programme cycle.

• Mainstreaming of CPiE and GBV prevention in broader programming and ensuring gender-responsive and inclusive approaches

• Facilitating training and overseeing creation of training materials and programme tools which aid the delivery of effective and inclusive education programmes

You will be able to demonstrate staff capacity building and motivation skills through teamwork and networking, including with colleagues from different cultures and functions. you will have a good understanding of the Minimum Standards for Prevention and Response to Gender-based Violence in Emergencies, and knowledge of INEE and other minimum standards plus the IASC GBV Guidelines and the IASC Gender Handbook. You will also need a post-graduate degree related to the sector, or significant equivalent experience in the humanitarian sector.

You must be able to deploy at short-notice to emergency contexts and undertake frequent travel to field sites, including longer-term deployments, for up to 60% of the time. Fluency in English is essential; fluency in French or another language used in Asia or Africa is desirable.
