Consultancy Services Terms of Reference:
Provision of technical support to identification, development or finalisation of SRHR Indicators and tools
Background:
Plan’s Global Strategy 100 Million Reasons defines six priority areas of thematic Programme and Influencing Work (Areas of Global Distinctiveness - AoGD). While Plan International has worked on most of the components under each of these areas, it has only now become possible to develop global Monitoring and Evaluation frameworks that clearly articulate and unpack the wide range of results at impact, and primarily at outcome levels that comprehensive programme and influence work on the AoGD areas could aim to achieve.
Therefore, in 2018, Plan initiated the development of a common set of indicators and recommended tools and methodologies that country offices can draw on for measuring results.
In the area of Sexual Reproductive Health and Rights (SRHR), Plan conducted an external scoping exercise to identify specify outcome indicators relevant to our work, with a focus on global standard indicators. Plan also formed an M&E working group to determine key results for the global organisation, as well as produce a draft indicator framework.
Plan’s high-level expected results for SRHR are outlined as an annex to the TOR. The results and indicators cover multiple sub-themes including: comprehensive sexuality education, menstrual health, HIV, harmful practices including child marriage and FGM/C, gender-based violence with a focus on intimate partner violence, SRHR service strengthening, civil society strengthening, policy and influencing. M&E guidance is required to work across a range of development and humanitarian settings.
Purpose:
To support the finalisation of Plan International’s global SRHR M&E framework of indicators and indicator specifications to be used across all programme countries in both humanitarian and development contexts.
The specific objectives below outline a full scope of work, in order of priority, to be further modified with the consultant(s). Priority will be given to ensuring that SRHR indicators align to good practice in the sector, and at the same time to align or are adapted to Plan International’s child rights, gender equality and inclusion focus, and that the frameworks presents a practical and useful set of indicators and methodologies for country use.
Specific objectives:
To ensure that Plan International’s SRHR Indicators reflects global standards and best practice and to internal policy and approaches wherever possible:
Review existing indicators, recommended methodologies and tools, and refine to ensure alignment to Plan International’s approaches while aligning as much as possible to global standards
Contribute additional indicators, methods, tools which draw upon global standards where there are gaps in proposed measurement of the different results particularly in “newer” areas of work such as social norms measurement, results measurement for under 15s etc.
To reduce the overall number of indicators, identify synergies and potential duplications between different results and indicators, and ensure there are no unnecessary overlaps within the final indicator matrix
To ensure appropriate impact level indicators that support the results and indicators at the outcome level
To develop methodologies and tools on a smaller set of prioritised indicators.
Overall approach:
It is expected that the consultant(s) work in a collaborative manner with staff in Plan International, refining the scope and methodology for the work, and maintaining open communication as the work progresses.
The recommended indicators and methodologies should align to key Plan International approaches and:
Reflect our SRHR Theory of Change and the emphasis on working comprehensively to achieve change in Norms, Assets, Policy and Services related to SRHR across multiple actors.
Reflect our principles of gender-transformation and inclusion, as well as our combined programme and influencing approach that includes resilience building and strengthening of civil society.
Cover work within humanitarian and development contexts and bridging from local to global level programme and influencing work.
Reflect a learning approach to M&E that: emphasises data use and that builds Plan’s global evidence base, combines both qualitative and quantitative methods, and encourages active engagement of stakeholders, in particular girls and young women.
Finally, the selected indicators should be focused on key SRHR issues and results, and be as simple and as useful as possible for its intended users.
The consultant will be provided with relevant internal background documents such as the SRHR Theory of Change, draft SRHR Results Framework and Indicator Matrix, and examples from Plan’s other thematic Areas of Global Distinctiveness.
CONSULTANT(S) PROFILE:
Post-graduate qualification in international health, Public Health, or relevant social science discipline
Strong SRHR background
Practical experience in the development sector including programming and M&E at the field level and preferably across multiple countries and cultures
Previous experience developing large organisational and/or global M&E frameworks including NGO and preferably with international and multinational funders
Ability to craft new indicators and methodologies in “less measured” areas of work and good experience of data collection and
Good understanding of child rights, gender equality and inclusion and participatory approaches
Strong analytical skills and strategic thinking
Excellent English writing skills

Final methodology and plan for the assignment
Final SRHR Indicator Matrix including outline methodologies
Final methodologies for small set of prioritised indicators
It is anticipated that this assignment will take approximately 25 - 30 working days, it should commence as soon as possible and be completed by 21 July 2019. The proposed timeframe could be adjusted somewhat, depending on the consultant profile.
A suggested time allocation for the tasks is outlined below, but this is subject to discussion and mutual agreement.

Review indicators and methodologies, research gaps / alternatives, develop recommendations: 6 days
Check- in communications: 1 day
Make indicator and methodology selections and submit full draft table: 12 days
Respond to comments and produce final indicator table: 2 days

Plan International, at its sole discretion, will select the successful RFQ.
Plan international shall be free to:
Accept the whole, or part only, of any submission
Accept none of the proposals

Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the offers.
Part of the evaluation process may include a presentation from the supplier and a site visit by Plan International staff, to offices.
Plan International may award multiple contracts and all contracts will be non-exclusive.
Contract payment terms:
Please note that, if successful, Plan International’s standard terms of payment are 30 days after the end of the month of receipt of invoice, or after acceptance of the Goods/Services/Works, if later.
Plan international’s ethical & environmental statement:
The supplier should establish environmental standards and good practices that follow the principles of ISO 14001 Environmental Management Systems, and in particular to ensure compliance with environmental legislation
Classifications:

Plan International SRHR Key Results
Global impact objective: Children, adolescents and youthhave control of their lives and bodies,and can make decisions about their sexuality, including whether, when and whom to marry and whether, when and by what means to have a child, free from discrimination, coercion, violence, or harmful practices
